Ottar is an emissary from Lake-town who attends the Council of Elrond at Rivendell. He appears in Peter Jackson's The Lord of the Rings: The Fellowship of the Ring (2001).
The character is not mentioned in J.R.R. Tolkien's books and was created for the films and the associated Lord of the Rings Trading Card Game, and is therefore non-canonical.
