Lieutenant Commander Andarithio "Andy" Billups is a Human Starfleet officer and chief engineer of the USS Cerritos in Star Trek: Lower Decks, voiced by Paul Scheer. Regarded by his crewmates as one of the best engineers in Starfleet, he is unassumingly brilliant at his work.
Billups was born a prince of Hysperia, a planet colonized by Renaissance-faire enthusiasts, but abdicated his birthright to serve in Starfleet. Bound by a Hysperian succession law that would crown him upon losing his virginity, he chose a life of celibacy to remain an engineer, despite his mother Queen Paolana's repeated schemes.
