Beata was the Elected One — the leader and head of government — of the planet Angel I in the 24th century. She governed the matriarchal society of Angel I, in which men held second-class status, and was determined to preserve that matriarchy.
When survivors of the freighter Odin were found living on the planet, Beata regarded them as fugitives for refusing to accept female rule; she was ultimately persuaded by Commander William T. Riker of the USS Enterprise-D to commute their death sentences to exile.
