Elizabeth Shelby was a Human Starfleet officer whose career spanned the mid-24th through the early 25th centuries. Ambitious and famously abrasive, she first distinguished herself as Starfleet's lead specialist in tactical analysis and defensive planning against the Borg.
During the Borg incursion that saw Captain Picard assimilated as Locutus, Shelby served temporarily aboard the USS Enterprise-D, clashing with first officer William Riker before proving herself in the crisis; when Riker was briefly promoted to captain he named her his first officer. She afterward led the effort to rebuild the fleet following the Battle of Wolf 359.
Shelby rose to captain and ultimately to fleet admiral by 2401, when she presided over the Frontier Day celebrations and was gravely wounded during the Borg-Changeling assimilation attack. She appeared in Star Trek: The Next Generation, Lower Decks, and Picard, portrayed by Elizabeth Dennehy.
