Ser Alton Lannister is a young knight from a lesser branch of House Lannister and a cousin of Cersei, Jaime and Tyrion. Captured by the Northern army at the Battle of the Whispering Wood during the War of the Five Kings, he is sent by Robb Stark to carry the King in the North's peace terms to King's Landing.
