Why it's a real question
Entry 002 commits to dual-surface canonical entities: Franchise pages always exist for in-world treatment; only some entities earn an indexed Network page. The promotion/demotion machinery is what keeps the indexed Network surface high-signal — too lax and we publish thin near-duplicates at scale; too strict and the cross-cutting reference layer doesn't materialize.
