Question

What default within-category rubric weights does each Franchise inherit on formation? How are weights adjusted? What audit trail exists?

Note: rubric categories themselves are constitutional-tier per Entry 011; only within-category weights are Franchise Team discretion.

Why it's a real question

The constitutional-tier guard (categories and the relative weight between categories) holds the rubric stable enough that "rubric capture" cannot be a low-bar attack. Within-category weights still meaningfully affect contributor outcomes, and Franchise Teams should have real discretion there — but not without an audit trail and a transparent adjustment mechanism.
