Workflow design is where good intentions either survive or die. A Commons proposal that languishes for weeks without acknowledgment is functionally rejected. A reviewer assignment that gives the same Franchise Team admin everything is functionally an admin-fiefdom. SLAs and reviewer-rotation mechanics deserve concrete defaults that Franchise Teams can adjust within bounds.
