What this represents

The charter document itself — the canonical statement of what OLN is, who its founders are, and what authority they hold during the founding phase:

  • Founder names, roles, and commitments.
  • The founding-phase posture: what authority founders retain, what authority they defer.
  • The criteria for transitioning to the community-phase governance model — what conditions trigger the Stewardship Body's formation with real authority.
  • The contributor sovereignty commitments at the level of charter rather than journal entry — load-bearing language that downstream governance can invoke.

Why this is on the roadmap

Several Tier 1 register entries (G-024, the Stewardship Body composition question; the founding-phase / community-phase transition criteria) reference the charter as a document that exists. This entry holds the credit for that document. Whether the charter itself becomes a public artifact under OLN's three-corpora model is a separate (open) question.
