Elnor was a Romulan orphan of the supernova that destroyed Romulus, relocated as a child to the refugee world Vashti, where he was raised by the warrior nuns of the Qowat Milat and trained in the Way of Absolute Candor and the blade known as the tan qalanq. Once abandoned by his mentor Jean-Luc Picard, he later bound himself to Picard's mission as a qalankhkai.
Elnor eventually became the first full-blooded Romulan to join Starfleet, attending Starfleet Academy on Earth. A member of the ensemble of Star Trek: Picard, portrayed by Evan Evagora, his story is covered in the Timeline.
