Jannar was a Xindi-Arboreal scientist who represented his species on the Xindi Council during the mid-22nd century. Fair-minded and a personal friend of the weapons designer Degra, he weighed the moral cost of the Xindi superweapon even as he supported the Council's plans.
He voted against developing the more dangerous Xindi bio-weapon and was wary of Commander Dolim's methods. After reviewing Captain Jonathan Archer's evidence about the Guardians, he allied with Archer and committed Arboreal vessels to stopping the weapon aimed at Earth. Jannar appears in Star Trek: Enterprise.
