Shakaar Edon was a Bajoran resistance fighter who led the Shakaar cell in Dahkur Province for over a decade during the Cardassian Occupation, becoming a renowned figure of the liberation struggle. Among those he recruited was a young Kira Nerys, whom he sent on her first raid at the age of thirteen. After the Occupation ended, he and several of his cell became farmers.
A dispute with the provisional government over soil reclamators, and his principled resistance to Kai Winn, propelled Shakaar into politics; encouraged by Kira, he won election as First Minister of Bajor in late 2371. He went on to negotiate Bajor's admittance into the Federation and had a romantic relationship with Kira. Played by Duncan Regehr, Shakaar appeared in Star Trek: Deep Space Nine.
