Walker Keel was a Human Starfleet officer of the 24th century and, by 2364, a captain commanding the USS Horatio. Early in his career he was close friends with Jean-Luc Picard and Jack R. Crusher, and he later introduced Crusher to his future wife, Beverly Howard.
Growing suspicious of unusual behavior among senior Starfleet Command personnel, Keel convened a clandestine meeting to warn Picard of a possible conspiracy. Shortly afterward he was killed when the Horatio was destroyed under mysterious circumstances, prompting Picard to investigate the truth.
