Blood was a gold cloak of the City Watch of King's Landing who had served since Daemon Targaryen commanded the Watch and who bore a deep grudge against House Hightower. During the Dance of the Dragons, Daemon recruited him and a ratcatcher named Cheese to strike at the greens within the Red Keep.
Sent to kill Prince Aemond and, failing that, to claim 'a son for a son,' the pair instead murdered the child Prince Jaehaerys Targaryen. Captured while fleeing the city, Blood confessed under threat of torture and was beaten to death by King Aegon II.
