Varis Sul was a young Bajoran leader who served as the Tetrarch of the Paqu. She had become the head of her people after her father was killed by the Cardassians during the Occupation of Bajor.
In 2369 she traveled to the space station Deep Space 9 to negotiate a tense land dispute with the neighboring Navot. The two peoples were divided by the Glyrhond River, which had been diverted during the Cardassian occupation, shifting territory to the Paqu. Befriending Nog and Jake Sisko during her visit, Varis was inspired to break the deadlock by compromising — returning the disputed land to the Navot while establishing free trade access across the river for both sides, averting a threatened civil war.
